- Article 14.1 states, “Everyone shall be equal before the law. Any discrimination based on any ground such as sex, race, color, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age or other personal or social circumstances shall be prohibited.”

- Article 2, section 4 states, “People with disabilities, as well as voters who have difficulties participating in elections, shall present themselves at precinct centers and participate in the voting process in accordance with procedure established by the Central Electoral Commission.”
- Article 16, section 5 states, Local self-government bodies shall take necessary measures in precinct centers in order to facilitate the exercise of electoral rights by the disabled.”

- Article 30 states, “...Citizens found to be incompetent by a court decision, duly sentenced to prison to serving the sentence, shall not be entitled to vote or to be elected.

- Article 56, section (4) states, “Citizens, who are unable to mark the ballots on their own, shall have the right to invite another person (but never a proxy) into the voting booth with them, after notifying the Commission Chairman. Except for this case, the presence of another person in the voting booth (room), when a voter is marking the ballot, shall be prohibited.”

- During pre-election voter registration and confirmation, "if a voter reports that someone in their household is ill, add the incapacitated person's name to the supplemental list of voters who will vote at home." p 13
- Suggests that voter list verification be done through door-to-door canvassing so that officials may determine who is ill or elderly and cannot come to the polls on election day but must instead be provided with ballot through mobile voting. p 23
