General Right to Vote
Electoral Law:

Exclusion Based on Mental Disability
Electoral Law:

• Article 8 states that "A person is disqualified from being registered as an elector and shall not be so registered if he (a) is a person found or declared to be a person of unsound mind or a patient in any establishment maintained wholly or mainly for the reception and treatment of persons suffering from mental illness or mental defectiveness by virtue of any enactment…"
Constitution:
(22 October 1996)
• Article 66, section (2), states that a person is "disqualified for election as, or for being, a member of Parliament who…(a) is declared by a competent court to be of unsound mind…"

Voter Assistance By Other Citizens
Electoral Law:
(22 January 1990: Representation of the People - Registration of Electors)
• Article 17 states that "Where an applicant is unable to read, the enumerator shall read over to him, and where practicable in the presence of another person, the contents of his registration record card before the person's signature or mark is affixed thereto and witnessed."
