Bosnia and Herzegovina

General Right to Vote
Constitution:
(1995)
• Article 1, paragraph (2) states, "Bosnia and Herzegovina shall be a democratic state, which shall operate under the rule of law and with free and democratic elections."
Electoral Law:
(19 September 2001)
• Article 1.4 states, "Each citizen of Bosnia and Herzegovina who has attained eighteen (18) years of age shall have the right to vote and be elected pursuant to this law."

Voter Assistance by Other Citizens
Electoral Law:
(19 September 2001)
• Article 5.19, paragraph (1) states: "Upon request of voters who are blind, illiterate or bodily incapacitated, the President of the Polling Station Committee shall approve the procedure wherein another person, selected by the voter concerned, may assist the voter in signing the excerpt from the Central Voters Register, and casting his or her ballot."
• Article 5.19, paragraph (2) states: "The helping person may not be a member of the Polling Station Committee, an accredited observer, or an observer of a political party, coalition, list of independent candidate or independent candidate. The person helping the voter shall print his or her name and sign the excerpt from the Central Voters Register next to the name of the voter whom he or she assisted. The person helping the voter does not need to be a registered voter."
• Article 5.19, paragraph (3) states: "A person may, in terms of paragraphs 1 and 2 of this article, help only one voter."
Poll Worker Manuals:
Election Structures Bosnia and Herzegovina (1996)
• If the voter is blind, illiterate, incapacitated by a physical cause, or for other reason cannot vote by himself, he/she may receive assistance from any person of his choosing.
