Right to Vote
Constitution:
(1996)
Article 6, section (1) states, "The President of the Republic
shall be elected by a majority of the votes cast through direct, equal
and secret universal suffrage."
Article 15, section (1) states, "The National Assembly shall
comprise 180 (one hundred and eighty) members elected by direct and
secret universal suffrage for a five-year term of office."

Based on Mental Disability
Electoral Law:

Under laws governing election to Parliament and Presidency, Section
15 and Section 6, respectively, state "No person shall be entitled
to have his name entered on a register of electors and, if so registered,
to vote, who
(f) is an insane person or is of an unsound mind."

Section 17 states: "No person shall be entitled to be nominated
as a candidate for election to the National Assembly unless he
can
read and write English or French.
