Vote Constitution
(23 December 2001)
- Article 3 states, “Sovereignty belongs to the people who exercise it in each island and across the Union, through elected representatives by means of referendum...”
- Article 4 states, “Under the conditions determined by law, suffrage is universal, equal and secret. It can be direct or indirect. Voters are, in the manner proved by law, all of Comoros of both sexes enjoying their civil and political rights.”
