Constitution
(15 March 1992)
Article 5 states: "Suffrage shall be universal, equal, secret,
free, and sincere. In the conditions determined by law and under the reserve
of provisions provided for in Articles 68 and 93, all Congolese nationals
of the two sexes, having attained eighteen years of age, in possession
of their civil and political rights shall be voters."
Article 11 states: "The State assures equality to all citizens
before the law without discrimination of origin, social or material situation,
race, ethnicity, region, sex, education, language, attitude towards religious
philosophy, mode of residence. Respect is given to all rights and freedoms
with the limits of public order and morality."
Article 31 states: "All discrimination grounded on race, sex,
physical state, origin, region, and ethnicity, ideology, religion, or
philosophy is deemed interdiction."
