Constitution:

Article 6 states: "Voting can be direct or indirect within
the conditions before the law. It is universal, equal, and secret. All
voters are determined by electoral law to be citizens of both sexes of
18 yeas old on the day of the election who enjoy their political and civic
rights."
Article 17 states: "All are born free, equal, with dignity,
and with rights. All enjoy political rights recognized as individual citizens
with exceptions established by law."

rights of protective measure in connection with their physical and moral

Article 8 states: "Freedom of language is guaranteed. The
national languages are Kinkongo, Lingala, Swahili, and Tshiluba. Without
prejudice for national languages, the official languages are protected
and promoted as part of the culture by the State."
