Vote Constitution

- Article 18 states, “(1) Elections to the Chamber of Deputies shall be held by secret ballot on the basis of universal, equal and direct suffrage and under the principles of proportional representation. (2) Elections to the Senate shall be held by secret ballot on the basis of universal, equal and direct suffrage and under the principles of the majority system. (3) Every citizen of the Czech Republic who has attained the age of eighteen years shall have the right to vote.“

- Article 1, section (2) states, “In general, the elections to the Parliament of the Czech Republic are based on the principles of universal, equal and direct right to vote and secret ballot.”
- Article 1, section (7) states, “Any citizen of the Czech Republic (hereinafter only the “citizen”) at least 18 years old on the second day of the elections at the latest is classified as a voter.”

- Article 2 states, “The exercise of the right to vote is limited by...a)statutory restriction of personal freedom due to public health protection (1).” The corresponding footnote reads, “Article 5, Section 2, Subsection b) and Article 9, Section 4, Subsection a) of Act No. 20/1996 Coll. On public health as amended by Act No. 548/1991 Coll. Of the Czech National Council.”

- Under Article 6, section (1), "Register of Persons unable to Vote Locally," "Municipalities should list voters whose place of permanent residence is outside their jurisdiction and who...(b) are staying in the local hospital, maternity home, sanitarium, residential-home, rest home, or any other facility or establishment of a similar character operating and located in the respective local area..."
- Article 19, section (6) states, “No other personnel, including the members of the district election commission or special district election commission, may enter the section designated for the completion of ballot tickets with any voter. This provision does not apply to voters unable to complete their ballot tickets themselves due to disability or illiteracy. Such voters may be accompanied by another voter, excluding the members of the district election commission and special district election commission, who will complete their ballot ticket in accordance with their instructions and place it in an official envelope.“

- Article 19, section (7) states, “Any voter may ask his/her local authority and - during the elections - also the relevant district election commission to be allowed to vote outside the polling station, at a place located in the area falling within the district election commission’s territorial competence, due to serious, above all health-related, reasons. In such a case, the district election commission concerned shall send two of its members equipped with a mobile ballot box, an official envelope and ballot tickets to the place chosen by the voter. The members of the district election commission are obligated to proceed in compliance with the principles of secret ballot. Mobile ballot boxes may not be used for voting purposes outside the territory of the Czech Republic.“
