  • Article 51 states, “51.1. The blind and handicapped voters shall be assisted to cast their vote by persons of their choice; 51.2. Illiterate voters shall cast their vote through fingerprints that they shall imprint on a specific box on the symbol of the candidate they select.”
  • Article 54 states, “Notwithstanding Article 11 of this proclamation, the following shall be able to vote through agents; a) Persons under medical care in hospital or at home; b) Seriously injured and physically incapable persons...”
  • Article 55, section 1 states, “Persons who cannot move for medical or physical reasons shall issues power of attorney in the presence of a representative of the Commission.”
