Article 52-1 states, "Civic duties are the citizen's moral,
political, social and economic obligations as a hole to the State and
the country. These obligations are

Specific Inclusion
of People with Disabilities
Electoral Law:
(1995)
Article 10-1 states: "Physical incapacity cannot be invoked
to forbid the citizen's right to vote to any Haitian citizen who has fulfilled
all the conditions required by them. All members of the Provisional Electoral
Council (CEP) have the obligation to take all the necessary steps to facilitate
the voting rights of the physically handicapped citizens."

Electoral Law:

Article 10 states: "All Haitians
who
enjoy civil
and political rights, and who are not incapacitated in any way by law"
are entitled to vote.
Article 13 states: "The right to vote can be suspended for
as long as the following causes last
(f) insanity."
Voter Assistance
by Other Citizens
Electoral Law:
(1995)
Article 101-2 states: "Any disabled elector who can not register
and vote as prescribed by the present law, is authorized to be assisted
by an elector of his choice. Mention of it is to be made on the roster,
on the electoral card and the minutes."
