Indonesia

General Right to Vote
Electoral Law:
(1999: Law Number 3 on General Election)
• Article 1 section 6 states: "Voting in General Elections is the right of every citizen who meets the conditions to vote."
• Article 32 section (1) states: "Voting is the right of every citizen who has the right to vote."

Exclusion Based on Mental Disability
Electoral Law:
(1999: Law Number 3 on General Election)
• Article 29 section (2) continues: "To be registered as a voter, he/she should meet the following requirements…a. not visibly suffering from mental disorder/ insanity…"
• Article 43 section (1) states: "A candidate for membership of DPR, DPRD I, and DPRD II should meet the following requirements…(i) not visibly suffering from mental disturbance/insanity."


Exclusion Based on Physical Disability
Electoral Law:
(1999: Law Number 3 on General Election)
• Article 43 section (1) states: "A candidate for membership of DPR, DPRD I, and DPRD II should meet the following requirements…(c) speak the Indonesian language and able to write and read Latin characters…"

Voter Assistance by Other Citizens

Election Day Instructions for KPPS Members: Produced by the National Election Committee and the National Election Commission (1999)
• If a voter is physically incapacitated and cannot vote alone, a companion may assist him. Both voter and assistant go in to the voting booth. The person assisting is bound to secrecy as to the voter's choice. "A party agent, observer or KPPS member may assist if chosen by the voter p 32
