Constitution
(2009)
- Article 6 states, "The organs of sovereignty at all levels, from the county People's Assembly to the SPA, are elected on the principle of universal, equal and direct suffrage by secret ballot."
- Article 66 states, “All citizens who have reached the age of 17 shall have the right to vote and the right to be elected, irrespective of sex, race, occupation, length of residence, property and intellectual level, party affiliation, political view, or religions belief.”
- Article 89 states, The SPA [Supreme People’s Assembly] shall be composed of the deputies elected on the principle of universal, equal, and direct suffrage by secret ballot.”
- Article 138 states, “The local people’s assemblies shall be composed of the deputies elected on the principle of universal, equal, and direct suffrage by secret ballot.”
Specific Inclusion of People with Disabilities

- Article 76 states, “Revolutionary fighters, families of revolutionary and patriotic martyrs, families of servicepersons of the People’s Army, and disabled soldiers shall receive special protection from the state and society.”
Exclusion Based on Intellectual Disablity
- According to the Inter-Parliamentary Union (IPU) database, the 2006 electoral law disqualifies insane persons from voting.
