• Article 23 states: "Lao citizens 18 years of age and over have the right to vote and the right to be elected at the age of 21 and over…"

Exclusion Based on Mental Disability
Constitution:
(1991)
• Article 23 states: "Lao citizens 18 years of age and over have the right to vote and the right to be elected at the age of 21 and over except insane persons and the persons whose rights to vote and to be elected have been revoked by a court."
