• Article 52 section (1) states: "To qualify as an elector it is necessary…2. to enjoy civil and political rights."
• Article 52 section (3) states: "To be eligible it is necessary…2. to enjoy civil and political rights."
• Article 53 states: "The following persons may not be electors nor eligible…3. persons of full age under guardianship."
