Constitution:
Article VI, section (1) states: "A citizen 18 years of age
may vote in national election. The Congress shall prescribe
disqualification
for mental incompetence or insanity. Voting shall be secret."

Section 501 states: "Every citizen of the Trust Territory
of the Pacific Islands is eligible to vote for Members of the First Congress
of the Federated States of Micronesia, if he has fulfilled the following
requirements
(3) is not currently under a judgment of mental incompetency
or insanity
"
On "Affidavit on Application for Registration," number
10 states "I am not currently under a judgment of mental incompetency
or insanity."
