Constitution:
(1993)
Article 30 states: "Peruvians over the age of 18 are citizens.
In order to exercise their citizenship, they must register to vote."
Article 31 states: "
Citizens have the right to vote
by virtue of their legal status. Voting is personal, equal, free, secret
and compulsory
Any act prohibiting or restricting a citizen from
exercising his rights is null and punishable by law."

the form in which a citizen with a physical disability or who is illiterate
will be able to exercise their right to participate in the voting process."

signature in the "Padrón Electoral" (1995, 17).
