Singapore

General Right to Vote
Constitution:
(updated 1995)
• Article 17, section (2) states, "The President shall be elected by the citizens of Singapore in accordance with any law made by the Legislature."

Exclusion Based on Mental Disability
Constitution:
(updated 1995)
• Article 37e states: "A person shall be disqualified for appointment as a member [of the Council of Presidential Advisers] if he (a) is or has been found or declared to be of unsound mind."
• Article 45, section (1) states: "Subject to this article, a person shall not be qualified to be a Member of Parliament who (a) is and has been found or declared to be of unsound mind."

Voter Assistance by Other Citizens
Electoral Law:
(1991)
• Article 25, section (7) states: "The presiding officer, on the application of a voter who is incapacitated by blindness or other physical cause from voting in the manner prescribed by this Act, shall mark the ballot paper of the voter in the manner directed by the voter, and shall cause the ballot papers to be placed in the ballot box.
