Togo

General Right to Vote
Constitution:
(22 September 1992)
• Article 2 states, "The Republic of Togo assures equality before the law without distinction of origin, race, sex, social condition, or religion."
• Article 5 states, "Suffrage is universal, equal and secret. The conditions of electors are fixed before the law as all Togo nationals of both sexes, age of 18 and who enjoy their civil and political rights."

Specific Inclusion of People with Disabilities
Constitution:
(22 September 1992)
• Article 33 states, "The state takes special measures for the handicapped and elderly in the form of shelters and offers protection from social injustice."

Exclusion Based on Mental Disability
Electoral Law:
(2000)
• Article 43 states, "The following should not be registered: 4.Major incompetents."

Exclusion Based on Physical Disability
Electoral Law:
(2000)
• Article 217 states, "All citizens of both sexes of twenty-five years of age, who enjoy their civil and political rights, who can read and write French and have resided at least six months in the area are eligible."

Voter Assistance by Other Citizens
Electoral Law:

• Article 108 states, "All electors who are elderly or physically handicapped who find it impossible to render their vote, may authorize an assistant of their choice who is registered at the same polling place."

Off-Site Voting Alternatives
Electoral Law:

• Article 121 states, "Should someone want to exercise their rights by voting by proxy, they must fall into one of the following categories:…3. Hospital patients and individuals confined to their home; 4. Invalids and elderly."

Medical Certificate Submission
Electoral Law:
(2000)
• Article 161 states, "In order to declare candidacy, the following things must accompany the declaration: 7. A medical certificate attesting to physical and mental aptitude, conforming to the established criteria in Article 62 of the Constitution."
