Uruguay

General Right to Vote
Electoral Law:
(1999)
• Article 173 states: "No one can impede…on a citizen's right to vote. Every citizen who is capable of voting…will be protected in his/her right."

Exclusion Based on Mental Disability
Constitution:
(1997)
• Article 80 states: "Citizenship is suspended: (1) for physical or mental ineptitude which impedes acting freely and reflexively."

Voter Assistance by Other Citizens
Electoral Law:
(1999)
• Article 95 states: "Citizens, who are known to be blind and disabled and thus cannot walk without assistance, can be accompanied to the voting booth by people whom they trust."
