General Right to Vote
Constitution:
(5 July 1995)
• Article 15 states: "Citizens, regardless of national origin, race, sex, language, creed, political or other persuasion, social origin, wealth or other status, are entitled to all the rights and freedoms, and subject to the duties determined by the Constitution and the laws."

Specific Inclusion of People With Disabilities
Electoral Law:
(9 February 1999)
• Article 2, section (4) states, "Disabled people, as well as the voters that have difficulty to participate in the elections, arrive at the Precinct centers and participate in the voting according to the procedure established by the Central Electoral Commission."

Exclusion Based on Mental Disability
Constitution:

• Article 27 states: "Citizens of the Republic of Armenia who have attained the age of eighteen years are entitled to participate in the government of the state directly or through their freely elected representatives. Citizens found to be incompetent by a court ruling, or duly convicted of a crime and serving a sentence may not vote or be elected."
Electoral Law:
(9 February 1999)
• Article 2, section (5) Citizens who have been recognized as incapacitated by a court ruling, as well as those that have been sentenced to imprisonment and endure punishment by a court judgment entered into legal force, cannot elect and be elected."

Voter Assistance by Other Citizens
Electoral Law:

• Article 57, section (3) states "Citizens, who are unable to fill in the ballot independently, have the right to invite another person into the voting booth, who shall not be a proxy or a member of the electoral commission. Except for the above-mentioned case, the presence of other persons in the voting booth while filling in the ballot is prohibited."

• During pre-election voter registration and confirmation, "if a voter reports that someone in their household is ill, add the incapacitated person's name to the supplemental list of voters who will vote at home." p 13
• Suggests that voter list verification be done through door-to-door canvassing so that officials may determine who is ill or elderly and cannot come to the polls on election day but must instead be provided with ballot through mobile voting. p 23
