General Right to Vote
Constitution:
(11 November 1995)
Article 25 states: "Every Person shall have equal Rights and Freedoms
irrespective of race, nationality, religion, sex, origin, property status, social
position, convictions, political party, trade union organization and social
unity affiliation. Limitations or recognition of Rights and Freedoms because
of race, nationality, social status, language origin, convictions and religion
shall be prohibited."
Electoral Law:
(10 July 1998 - Law "On Elections of President")
Article 24, "Order of inclusion of citizens' names to the roll of
electors" states that "name of electors staying at the day of elections
in sanatoriums, holiday homes, hospitals, other stationary medical-prophylactic
organizations, any other temporary residence places shall be entered to the
roll of electors of respective electoral precinct."

Constitution:

Article 56 states: "Citizens of the Azerbaijan Republic shall have
the right to elect and be elected to the government bodies, and to participate
in referendums. Persons whose incapacity has been determined by the court shall
not have the right to participate in the elections as well as in the referendum."
Electoral Law:
(12 August 1995 - Law "on Election to the National Assembly")
Under Article 3, "Voting Rights," states that "Citizens
unfit for activity, those who have been identified by the Court and those who
are legally prisoners may have no right to be elected as a deputies (sic) to
the National Assembly."

Article 58 states: "
Due to the physical incapability, the
voter, who can't fill out the bulletin and insert it in the voting box by himself,
has to notify the chairman of the commission or any responsible person who will
come and vote for him."
