Constitution:
Article 38 "Electoral Rights" states: "Citizens of the
Republic of Belarus shall have the right to vote freely and to be elected to
state bodies on the basis of universal, equal, and direct suffrage by secret
ballot."

Article 1 states: "Any limitations, be they direct or indirect,
of the electoral rights of the citizens of the Republic of Belarus based on
nationality, ethnicity, origin, socio-economic status, sex, education, language,
religion, time of residence in a certain area, family and character are prohibited.
Citizens who were declared incompetent by a Court of Law or are imprisoned by
orders of a Court of Law cannot participate in elections. Citizens who are under
constant guard due to a criminal offence cannot vote."

Article 9 states: "Political parties (electoral blocs from political
parties), registered according to the Electoral Law of the Republic of Belarus,
veteran organizations of the Republic of Belarus and handicap societies of the
Republic, labor unions, teachers' and higher education unions, local electoral
boards and electoral boards at military bases (of the citizens of the Republic
of Belarus), and also voters who signed election lists, have the right to nominate
deputy candidates."
Article 34 states: "Political parties, veteran organizations of
the Republic of Belarus, Handicap Society of the Republic of Belarus, Society
for the Blind of the Republic of Belarus, and Society for the Deaf of the Republic
of Belarus can nominate only one deputy candidate per each electoral district
and with a restriction of having a registered primary political party organization
or a community organization that is nominating a deputy candidate in the said
electoral district."
Article 43(1) states: "Deputy candidates for the Supreme Congress
of the Republic of Belarus, political parties, electoral bloc s, veteran organizations
of the Republic of Belarus, Handicap Society of the Republic of Belarus, Society
for the Blind of the Republic of Belarus, and Society for the Deaf of the Republic
of Belarus, communities, and voters who nominated the deputy candidates, have
the equal right to use federal mass media
"
Voter Assistance by Other

Article 49 states: "
A registered voter who is unable to fill-out
a ballot, has the right to invite another person into a cubicle or a room for
assistance. However, members of the electoral commissions, deputy candidates
and their agents cannot be asked to assist voters."

Voter districts can be formed in sanatoriums
and resorts, hospitals and other places of hospitalization

Article 30 states: "
Voter lists from electoral districts,
formed in sanatoriums and resorts, hospitals and other places of hospitalization,
are collected on the basis of data provided by the directors of the above mentioned
institutions."
Article 47 states: "
Regional electoral commission formed at
the military bases, sanatoriums, resorts, hospitals and other places of hospitalization
can end elections at the time when all registered voters have submitted their
ballots."
