shall be held on the basis of universal, equal, and direct suffrage by secret
ballot."

Article 42 section (1) states: "Every citizen above the age of 18,
with the exception of those placed under judicial interdiction or serving a
prison sentence, is free to elect state and local authorities and vote in referendums."

Article 2, section /2/ states "The right to vote have all Bulgarian
citizens over 18 years of age with the exception of those placed under judicial
disability and those who are serving a term of imprisonment."
Article 3, section /1/ states: "The right of being elected into
Assembly membership have all citizens of the Republic of Bulgaria
who are
over 21 years of age, and not placed under judicial disability or imprisonment."
Article 3, section /2/ states: "Eligible for municipal councilors
and mayors are to be deemed all citizens of the Republic of Bulgaria, over 18
years of age, not placed under judicial disability or imprisoned
"

Electoral Law:

Article 67, section /4/ states: "The presence of another person
or commission member in the election booths when voters are exercising their
right to vote shall be forbidden except in cases where the voter is disabled
and cannot perform the necessary voting procedure on his own and asks for the
help of a person as chosen by him. In such cases permission may be granted by
the section election commission chairman and this shall be marked on the elections
list."
