General Right to Vote
Constitution:
(27 January 1997)
Article 1 states: "All citizens are born free and equal in the law.
Discrimination due to race, ethnicity, origin, sex, color, language, religion,
social position, political opinions, or born into wealth/poverty is prohibited
by the law."
Article 33 states: "Voting directly or indirectly is exercised within
the provisions of the law. Voting directly is always performed equally, secretively,
and universally."

may vote as long as they are not incapacitated in the eyes of the law."

Article 74 states: "Any infirm or handicapped voter may pick an
assistant to aid in voting or a member of the bureau of voting."
Polling Manual:
(1998)
"Assisted voting is permitted with the citizen's choice of an individual
of their choosing or a member of the bureau of voting"(page 18).
"One cannot vote by proxy"(page 18).
