Article 27 states that the Election Registry shall be recorder in books,
and the pages with "vertical columns on each page employed as follows
signature
of the person registered or note that the person registered is blind or illiterate,
stamped by the Election Board, and
right thumb print of the registered
person, or left, if the right is missing, or note certifying the absolute impossibility
of obtaining a thumbprint."
