from voting except for cases of incapacity expressly stated in the law."

Article 7 states: "Voters are citizens of both sexes, 18 years old
as a minimum on the day of the election who enjoy their political and civic
rights and are not deemed incapable before the law as present in text or special
laws."
Article 9 states: "The following are not to be registered: those
who have definitive title, non-rehabilitable people by a judicial decision,
and the seriously incompetent."
