Article 72 states: "Political rights of a citizen are: (1) to vote.
Commentary: In this Constitution, to vote means to cast a vote in a popular
and direct election.

Article 74 states: "Political rights of a citizen will be suspended
for the following causes
(2) insanity. Commentary:
To be considered
insane, one's insanity must be declared by a judge or a judicial tribunal and
confirmed by psychiatrists
Mentally ill or deaf-mutes who cannot understand
others or make themselves understood by writing can be declared incompetent
by a judge.

Article 43 states: "The Electoral Card will bear the
signature
of the Magistrate-President of the Tribunal, the signature of the person in
whose favor it is being issued, if he is able to sign, and in any case the fingerprint
of the thumb of his right hand or in defect of it, of the left-hand and his
photograph, duly marked with the seal of the Tribunal. When a person cannot
put fingerprints on account of mutilation of fingers, relation of the fact will
be made in the document.
