General Right to Vote
Constitution:
(1958, updated 1992)
• Article 3, section (4) states: "All French citizens of both sexes who have attained their majority and enjoy civil and political rights may vote under the conditions determined by law."

Exclusion Based on Mental Disability
Electoral Law:

• Article 5 states that those persons of voting age under the guardianship of another person cannot vote. A person of voting age is placed under the guardianship of another person when deemed incompetent by a court of law.

Voter Assistance By Other Citizens

• Article 64 states that the physically disabled and elderly may have someone assist them in the voting process.
• Article 71 section 6 states that elderly and sick people who are beneficiaries of the state may receive authorization through power of attorney that someone else to go to the polls and vote for them.
• Article 71 section 8 states that the sick, women who have just given birth, and the incurably sick who find it impossible to go to the polling place may receive authorization through power of attorney that someone else to go to the polls and vote for them.
• Article 71 section 9 states that imprisoned people who still hold their right to vote may receive authorization through power of attorney that someone else to go to the polls and vote for them.
