Section 3101 states: "Every person not confined to a mental institution,
nor judicially declared insane
shall have the right to vote for such municipal
or district officer."
Section 3122 states: "The Commission shall cancel the registration
in the following cases
(b) When the insanity of a person registered is
legally established."

Section 9142 states: "When it appears from the register that a voter
has declared under oath, when he registered: (a) That he cannot read or write,
or (b) That by reason of physical disability he is unable to mark his ballot,
or when a voter declares under oath, administered by any member of the board
at the time he appears at the polling place to vote, that he is then unable
to mark his ballot because of physical disability, he shall receive the assistance
of not less than two (2) members of the precinct board."
