If a voter is blind or otherwise unable to vote independently, the voter
will vote publicly in front of the voting officials. The voter will indicate
his choice to the President of the polling station who will then mark the voter's
choice, show the ballot to the other officials, and then help the voter place
the ballot in the ballot box. P 21
