General Right to Vote
Electoral Law:
(1999: Law Number 3 on General Election)
• Article 1 section 6 states: "Voting in General Elections is the right of every citizen who meets the conditions to vote."
• Article 32 section (1) states: "Voting is the right of every citizen who has the right to vote."

Exclusion Based on Mental Disability
Electoral Law:
(1999: Law Number 3 on General Election)
• Article 29 section (2) continues: "To be registered as a voter, he/she should meet the following requirements…a. not visibly suffering from mental disorder/ insanity…"
• Article 43 section (1) states: "A candidate for membership of DPR, DPRD I, and DPRD II should meet the following requirements…(i) not visibly suffering from mental disturbance/insanity."


Exclusion Based on Physical Disability
