Article 1 section (6) states: "Citizens of the Kyrgyz Republic shall
elect the President, deputies of the Legislative Assembly of the Jogorku Kenesh
and the Assembly of People's Representatives

Article 3, section 2 states: "A citizen of the Kyrgyz Republic can
vote or be elected regardless of his/her origin, sex, ethnicity, nationality,
status and capital, religion, political and religious affiliations, and other
circumstances."

Republic, a citizen must be fluent in state language. A full command of the
state language is the ability to read, write, convey one's thoughts and speak
publicly in the state language

Article 40, section 9 states: "A voter, who cannot sign the ballot
or fill out the ballot, can ask another voter for assistance. However, members
of the electoral committee, candidates or their agents or an observer cannot
assist voters."

Article 20, section 3 states: "Electoral districts are formed in
hospitals, sanatoriums, resorts and other places of temporary visits of visits,
in far regions and regions with difficult access, in isolation wards and temporary
places of confinement no later than 45 days before elections or in exceptional
situations - no later than 5 days before elections; such electoral districts
are formed by their location."
Article 21, section 7 states: "Voter lists based on their electoral
districts located in resorts, sanatoriums, hospitals, in far regions and regions
with difficult access, in isolation wards and temporary places of confinement,
and also in embassies of the Kyrgyz Republic in foreign countries, are based
on data that is presented by the directors of the above organizations."
Article 42, section 1 states: "Voters, who are registered but because
of health problems or other reasons cannot arrive to the election center, can
vote at their location. Regional electoral committees must provide voters with
an option of voting outside the election center."
