Constitution
(1992)
• Article 21, section (2) states, "The members of the National Parliament are elected by citizens qualified to vote, on the basis of universal, free, and direct suffrage by secret ballot for a term of four years."

Exclusion Based on Mental Disability
Electoral Law:
(1993: Law on Elections of President)
• Article 3, section (3) states: "The primary elections shall be universal… Those who have been certified insane by medical conclusion and who are under detention shall not be eligible to participate in elections."
(1992: Electoral Law of State Great Hural)
• Article 2 states: "Elections to the State Great Hural…shall be universal. Citizens of Mongolia…shall have the right to vote, with the exception of persons who have been proved insane by the medical experts and/or court decisions, and those who are incarcerated."

Voter Assistance by Other Citizens
Electoral Law:
(1993: Law on Elections of President)
• Article 33, section (4) states: "No person, except and elector, shall be present in the voting booth, An elector, who is not able to fill in the ballot paper in person, may be assisted by his/her trustee. However, any party election officer, election committee member or observer cannot be allowed to assist as a trustee.
(1992: Electoral Law of State Great Hural)
• Article 35 states: "The elector shall be alone in the polling booth. However, and elector who is unable to mark his/her vote by himself/herself may be assisted by his/her trusted person. However, election officers of the parties, coalitions and personal assistants of independent candidates or members of election committees and observers shall not be allowed to assist in this case."
