General Right to Vote
Constitution:
(1990)
• Section 45, subsection (6) states: "Every Nepali citizen who has attained the age of eighteen shall be entitled to vote in one of the election constituencies in accordance with the provisions of law."

Exclusion Based on Mental Disability
Electoral Law:
(1991: House of Representatives Election Act)
• Section 27, subsection (1) states: "The following person shall not be qualified to be a Candidate in Election…(c) Who is of unsound mind or insane…"

Voter Assistance by Other Citizens
Electoral Law:
(1991: House of Representatives Election Act)
• Section 56, subsection (2) states: "If any Voter, being unable to vote by himself, requests the Polling Officer to mark his vote in the box containing the symbol of the Candidate of his choice on the ballot paper, the Polling Officer may assist the Voter in marking the vote in his behalf according to the with of such Voter."
