Annex II, Article II, section 1, subsection (k) states: "The following
persons will be disqualified from being entered on the Electoral Register
(2)
any person declared incapable by judicial decision; and (3) any person detained
in a psychiatric institution by judicial decision, during the period of that
detention."
Electoral Law:

Article 8 states: "Any person shall not be entitled to vote if he
or she
(b) has been declared incapable by judicial ruling."

Article 74, section 3 states: "If the elector is illiterate or unable
to mark the ballot paper, he or she may be helped by an elector of his or her
trust, with the permission of the Commission, which shall establish the real
will of the elector. The elector may ask the President of the Polling Station
Commission to supervise his or her vote."
