Constitution:

• Article 129 states: "Suffrage is a right and a duty of all citizens. The vote is free, equal, universal, secret and direct."

Electoral Law:
(17 September 1993)
• Article 9 states: "The following persons may not exercise suffrage…(2) persons subject to legal interdiction."
• Article 232 states: "The vote is secret. Persons who are obviously blind and persons who are physically unable to act without assistance may be accompanied by persons whom they trust."
