Constitution:

Article 30 states: "Peruvians over the age of 18 are citizens. In
order to exercise their citizenship, they must register to vote."
Article 31 states: "
Citizens have the right to vote by virtue
of their legal status. Voting is personal, equal, free, secret and compulsory
Any act prohibiting or restricting a citizen from exercising his rights is null
and punishable by law."
