General Right to Vote
Constitution:
(1993)
• Article 30 states: "Peruvians over the age of 18 are citizens. In order to exercise their citizenship, they must register to vote."
• Article 31 states: "…Citizens have the right to vote by virtue of their legal status. Voting is personal, equal, free, secret and compulsory… Any act prohibiting or restricting a citizen from exercising his rights is null and punishable by law."
Electoral Law:
(1998)
• Article 5 states: "The electoral authority will establish the form in which a citizen with a physical disability or who is illiterate will be able to exercise their right to participate in the voting process."
• Article 7 states: "A vote is personal, equal and secret…"
• Article 8 states: "All citizens have the right to be elected or to elect their representatives, in accordance with conditions and procedures that are established in the law."
• Article 9 states: "Voting is compulsory for the citizens of Peru. However, for people older that 70 years old voting is voluntary."
