General Right to Vote
Electoral Law:
(2000: Election of Members of House of Representatives)
• Section 17 states: "A person possessing Thai nationality by birth has the right to vote and to be a candidate in accordance with the provisions of the Constitution.

Specific Inclusion of People with Disabilities
Constitution:
(updated 1997)
• Section 55 states: "The disabled or handicapped shall have the right to receive public conveniences and other aids from the State, as provided by law."

Exclusion Based on Mental Disability
Constitution:
(updated 1997)
• Section 106 states: "A person under any of the following prohibitions on the election day is disenfranchised: (1) being of unsound mind or mental infirmity…"
• Section 109 states: "A person under any of the following prohibitions shall have no right to be a candidate in an election of members of the House of Representatives…(3) being disenfranchised under section 106(1)…"
• Section 126 states: "A person under any of the following qualifications shall have no right to be a candidate in an election of senators…(4) being disenfranchised under section 109(1), (2), (3)…"

Voter Assistance by Other Citizens
Electoral Law:
(2000: Election of Members of House of Representatives)
• Section 55 states, "The casting of ballot shall be made by marking a cross on the ballot paper. And for facilitating the disabled in casting ballot, the Election Commission shall provide a facilitation for casting ballot of the disabled specifically or provide assistance in casting ballot under the supervision of the committee of a polling station."
