General Right to Vote
Constitution:

• Article 67 states: "In conformity with the conditions set forth in the law, citizens have the right to vote, to be elected, and to engage in political activities independently or in a political party, and to take part in a referendum…The exercise of these rights shall be regulated by law…"

Exclusion Based on Mental Disability
Constitution:

• Article 76 states: "Every Turk over the age of 30 is eligible to be a deputy. Persons…who have been deprived of legal capacity…shall not be elected deputies…"

Voter Assistance by Other Citizens
Electoral Law:
(1998)
• Article 93, section 3 (roughly translated) states that persons who are blind or paralyzed may receive assistance from their relatives, and if no relatives exist, from their friends. However, no more than one person can assist them.
