Article 2 states:

The election is to be universal, equal, and secretly, direct or indirect.

Article 5 states:

Should not be entered on the electoral role...(3) incapable adults.

 

Article 79 states:

The right to vote is suspended...(2) for those persons authorized to vote but who are currently committed to a psychiatric institution.

 

Article 80 states:

No one may vote by proxy or correspondence.

 

Article 199 states:

Eligibility for the National Assembly requires the candidate be of 25 years old by the date of the election. They should know how to read, write, and count correctly in one of the two official languages [Sango and French].

Article 81 states:

A disabled voter who is unable to distinguish, make a choice, and insert his ballot into the ballots box is authorized to choose another voter to assist him in his choice.
