Enabling the ASEAN Comprehensive Recovery Framework and Implementation Plan

This policy paper is intended to highlight to ASEAN policy makers and stakeholders that the ACRF and its related Implementation Plan could be further strengthened through the application of The ASEAN Enabling Masterplan 2025: Mainstreaming the Rights of Persons with Disabilities (Enabling Masterplan) and considering specific disability inclusion actions. This policy paper sets out where disability should be considered across the ACRF and the related Implementation Plan to capitalize on this significant opportunity to embed aligned Enabling Masterplan action points to the fullest extent possible and mainstream the rights of persons with disabilities. This paper not only provides the rationale for such strengthening but also provides ASEAN policymakers and stakeholders with suggestions to easily integrate Enabling Masterplan action points into ACRF implementation to build on the important guiding principle of inclusion.
