Karta Per Te Drejtat Elektorale Per Qytetaret Me Aftesi Te Kufizuara

Cdo qytetar duhet te kete te drejten dhe shansin , pa dallime mbi baze te aftesive te kufizuara mendore, fizike, problemeve te shendetit mendor, aftesive te kufizuara shqisore apo aftesive te tjera te kufizuara, Qe:

• Te kete akses mbi baze te parimeve te barazise per pjesmarrje ne jeten publike ne menyre te drejteperdrjete , permes perfaqsuesve te zgjedhur me vullnet te lire;

• Te marre pjese ne baze te parimeve te barazise ne procesin e votimeve;

• Te rregjistrohet dhe te votoje ne zgjedhje te verteta dhe periodike, referendume dhe plebishite me te drejta universale dhe te barabarta;

• Te votoje me votim te fshehte;

• Te marre pjese ne votime, te kete te drejten per t'u zgjedhur dhe te ushtroje mandatin e vet sapo te zgjidhet.

Keto te drejta duhet te garantohen pa asnje lloj diskriminimi, me perfshirje dhe pa kufizim me perjashtim kur kjo eshte e justifikuar ne nje shoqeri te lire dhe demokratike.

Qeverite kane detyrimin te marrin masa te menjehershme dhe efikase per te siguruar qe Personat me Aftesi te Kufizuara te gezojne keto te drejta dhe te kene rastin te ushtrojne te drejtat e tyre politike mbi baze te parimeve te barazise.

Te gjitha keteo te drejta garantohen nga Konventa Nderkombetare per te Drejtat Civile dhe Politike.

Karta per te Drejten Elektorale percakton dhe promovon te drejten universale te qytetareve ne lidhje me te gjithe aspektet e proceseve elektorale si dhe detyrimet e shteteve per ta realizuar ate. Ne menyre te vecante "Karta per te Drejten Elektorale nenvizon te drejten e personave me aftesi te kufizuara ne shikim per te votuar ne menyre te fshehte, te drejten per te votuar ne qendra votimi qe jane te pershtatura per Personat me aftesi te kufizuara ne levizje si dhe te drejten per te votuar pa kufizime per individet me probleme te shendetit mendor. Kjo karte u hartua , u nenshkrua si dhe eshte lancuar per aprovim e zbatim , ne Seminarin e pare Global mbi aksesin elektoral te organizuar dhe zhvilluar nga Fondacioni Nderkombetar per Sistemet Zgjedhore (IFES) dhe Instituti Nderkombetar per Asistence Demokratike(IDEA) me pjesmarrje te eksperteve dhe aktivisteve , si dhe parlamentareve nderkombetare nga 24 shtete ne fushen e Aftesise se kufizuar.
