Article 173 states:

No one can impede, stymie or bother the personal exercise of suffrage. Every capable person [or person with capacity] to vote that is under the dependence of other another, must be protected in their right to vote. The authorities and particulars that have under their dependence “personas capacitadas” to vote, must allow them free exercise of personal suffrage.
